Job Description

Job Title: Programme Manager
Contract Type: Nine Months (with possible extension)
Principal Location: Mogadishu, Somalia (Possible travel to Regional States)

Part 1: Role Purpose
The main responsibility of the Programme Manager will be managing the project staff and the local partners, to implement high quality projects. The programme manager should have a strong background in implementing mainly education-based activities, preferable in emergency and/or conflict settings.

Part 2: Key Responsibilities

  • Working alongside the Somalia country representative to ensure the implementation of AET’s Somalia programmes.
  • Daily program management throughout project life cycles
  • Responsible for planning, organizing and managing all project activities, including activities undertaken by partners.
  • Preparing both narrative and financial reports monthly, quarterly and annually, with continuing evaluation on the effectiveness of ongoing projects and making recommendations for improvement.
  • Assist with the development of funding proposals and fundraising activities
  • Co-ordinate collection of media content and liaise with UK communications and fundraising teams
  • Lead the project team to effectively manage and support implementing partners, in collaboration with the Country Representative
  • Provide technical support to partners where needed
  • Providing refresher training to partners on education pedagogy which is equitable and inclusive
  • Foster and maintain relationships with community to develop and implement projects.
  • Developing and implementing monitoring and impact evaluation frameworks and ensuring data is collected regularly to respond to agreed indicators.
  • Participate and actively engage in coordination meetings relevant to the project
  • Promote strong team courage and provide oversight and mentorship to enable staff to successfully perform in their positions.
  • Any other program duties as identified by the Country Representative or Executive Director

Part 3: Person Specification

EDUCATION

  • Master’s Degree in education or relevant area such Project Management or related fields.

EXPERIENCE

  • A minimum of 5 years’ experience on education project management and implementation with working INGO or related background
  • Experience (minimum 2 years) developing and implementing complex education activities, preferable in an emergency, humanitarian or conflict setting.
  • Knowledge and experience of safeguarding and protection in programme design and implementation.
  • Proven experience of successful proposal development both independently and as part of a team.
  • Capacity to function both independently and as an engaged team member.
  • Experience in designing monitoring and evaluation frameworks in education programming and data collection and analysis.
  • Strong analytical, reporting, strategic thinking and planning skills.
  • Strong written and verbal communication skills
  • Strong monitoring and evaluation skills/experience
  • Experience living and working in dynamic, insecure environments and with local communities.
  • Demonstrated budget and expense management skills.
  • Computer proficiency familiarity with Microsoft Office is required
  • Ability to manage sensitive and confidential information with integrity

Desirable:

  • Understanding of the political and cultural context in Somalia.
  • Experience of Teaching at the Right Level (TaRL) programming
  • Language Requirements:
  • Excellent written and spoken English
  • Somali is added value
  • Condition of Employment:
