Job Description

The GBV Prevention Officer will be responsible for all Protection particularly gender-based violence (GBV) prevention- related activities , including capacity building, outreach and awareness-raising activities with community members and local partners, development and dissemination of communication materials(Information, Education and Communication -IEC or Behaviour Change Communication- BCC and community mobilization strategies to promote community participation and engagements. The Prevention Officer will oversee GBV risk identification and mitigation activities, train and supervise Community Volunteers and incentive Workers, local partners and GBV WG members to increase women’s and girls’ access to information about GBV risks, services, and women centre/safe space activities.

Trócaire is a partnership agency that works with local organisations and civil society groups, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change.

Trócaire has been operational in Gedo region of Southern Somalia since 1992 responding to both humanitarian and development needs in the region. The size and scope of the programme has expanded over the years and currently consists of Health, Nutrition, WaSH, Protection and Resilience Work across five districts of Gedo region.

Protection of women and girls is a niche area for Trócaire globally. In Somalia, Trócaire has developed health responses to gender-based violence, including clinical management of rape services (CMR) in four districts of Gedo, Somalia. The clinical team composed of medical doctors and midwives provide clinical management of rape and intimate partner violence survivors services in line with international standards (WHO, 2019) and offer medical response to GBV survivors

Trócaire is currently expanding its gender-based violence (GBV) programmes in Gedo, focusing on both response and prevention (including behaviour change) strategies. This programme will be linked to both the humanitarian response and gender pillars in Trócaire’s country programme. Trócaire co-chairs the GBV sub-cluster in Gedo and is committed to coordinated, holistic, survivor centred GBV multi-sectoral interventions in line with international standards (Inter-Agency Minimum Standards for GBV in Emergencies Programming, 2019).

Programme Implementation

  • Develop appropriate-specific GBV/services information materials and activities to different group identified i.e. local partners, GBV stakeholders, Community Leaders, Women’s Group, community in collaboration with WPE team and ensure messages are appropriate for the community and tested before dissemination.
  • Conduct safety audits and other risks assessments activities to identify risks and compile findings/reports submitted to supervisor for final compilation to inform advocacy on identified risks affecting women and girls.
  • Development and implementation of community mobilization and information dissemination strategies, including conducting house to house visits, group discussion sessions on GBV issues; and information dissemination sessions in the community to promote and encourage access and referrals to available GBV services to women and girls, immediate health-related consequences.
  • Support partners and provide capacity building assistance in implementation and tracking of project activities; monitoring, evaluation and learning; budget monitoring and project adaptation.
  • Engage and motivate community members and influential people in the community through ongoing dialogues and discussions to take action that will decrease GBV that occur in the community.
  • Organize and implement campaigns on GBV in collaboration with local partner, Trócaire staff, community members, community volunteers/incentive workers and other NGOs/UN Agencies to improve information and awareness on GBV issues and encourage communities to take action to create change and reduce GBV incidents.
  • Ensure that partners provide timely and quality reports to Trócaire, both narrative and financial, in line with donor requirements
  • Review and assess programme progress, including through regular partner meetings and follow up with communities’ care interventions.
  • Work with the Protection Coordinator to update project quarterly and monthly work plans, and report on progress.
  • Contribute to the design of GBV projects for the Trócaire Somalia under the guidance of the Protection Coordinator, and responsible for planning and timely implementation of GBV protection activities, ensuring adherence to Trocaire policies and procedures
  • Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and that GBV activities are always implemented in accordance with international standards.
