Permanent, Full Time

Location Somalia, Mogadishu based with travel throughout Somalia and the Horn of Africa.

Requirement

The HALO Trust requires a WAM Technical Advisor to support the development of its Weapons and Ammunition Management programme in Somalia, based in Mogadishu. Working to the Head of Weapons and Ammunition Management, within the Programme Development division, the WAM Technical Advisor would provide technical support to the project, including the delivery and support of EOD, HIEDD, and explosive management activities. The WAM TA would provide critical technical oversight and support to project implementation, and is expected to lead and deliver training activities, EOD, and other WAM related tasks.

Job Responsibilities

Working to the Somalia Country Director, the WAM Technical Advisor will fulfil the following functions:

Weapons and Ammunition Management

  • Plan and manage the delivery of Armoury and Ammunition Storage Area risk assessments
  • Plan, manage and deliver the training of host-nation security forces.
  • Deliver and stockpile management training courses in line with HALO’s global training framework
  • Plan, site, and advise on explosive storehouse and armoury interventions.
  • Ensure delivery of outputs in projects under their remit meet international and HALO internal technical standards
  • Ensure regular coordination and liaison with all relevant authorities and stakeholders in Somalia, with a focus on supporting and developing national technical standards
  • Support delivery of international training courses to HALO internal staff.
  • Support and develop national and technical staff in conduct of their duties
  • Mentor and develop HQ and field staff in country offices to develop national operational capabilities
  • Being prepared to provide general assistance to management team: with training courses, covering colleagues’ absences, or other activities
  • Occasional ad hoc requirements to support HALO regional programmes
  • Maintain HALO’s Values and Standards
  • Ensure all ammunition assessment, disposal, transport and other activities are conducted safely, and appropriate risk assessments are carried out in projects under their remit.
  • Plan, write, and implement risk assessments, actions on, and emergency plans and SOPs for ammunition segregation, transport, and disposal activities.

General

Requirements

Essential Qualities / Experience / Qualifications

  • Trained Ammunition Technician or Technical Officer with 4+ years of experience in weapons control and ammunition life-cycle management
  • IMAS Level 3 Explosive Ordnance Disposal Proven experience delivering large-scale security sector reform projects

Desirable Qualities / Experience / Qualifications

  • Proficient knowledge and application of Modular Small Arms Control Implementation Compendium (MOSAIC) and International Ammunition Technical Guidelines (IATGs) in challenging environments
  • Previous experience working alongside host-nation military/police forces
    • This role requires working closely with, and delivering training to, host-nation security forces. The ideal candidate to be comfortable delivering training to large groups
